BBC iPlayer and the TV Licence: What You Need to Know
BBC iPlayer is the only on-demand streaming service in the UK that requires a TV licence. Here is why, and how it compares to every other service.
The Core Rule
ANY use of BBC iPlayer requires a TV licence. This includes watching live BBC channels, watching catch-up programmes, and downloading content for offline viewing. It applies on every device. No other streaming service has this requirement.
Why iPlayer Is Different
Since 2016, the law was changed specifically to require a TV licence for BBC iPlayer on-demand content. Before that, only live TV required a licence. The change was made because increasing numbers of people were watching BBC content on iPlayer without paying for a licence. This makes iPlayer unique among UK streaming services.

The Sign-In Question
When you sign into BBC iPlayer, you are asked to confirm that you have a TV licence. The BBC can cross-reference your account details with the TV Licensing database.
However, enforcement still relies primarily on in-person visits by Capita officers, not automated online matching. The sign-in confirmation is largely an honour system, though the BBC has stated it intends to use this data more actively.
In practice: if you use iPlayer without a licence, you are technically breaking the law. The risk of getting caught through online detection alone is low, but it is not zero.
